Victoria has introduced a new automated heavy vehicle permit system designed to dramatically reduce approval times for heavy vehicles, cutting wait periods from months down to just days.
The Heavy Vehicle Structural Assessment Permit System (HVSAPS) uses advanced digital technology to automate up to 85 per cent of structural assessments for Class 1 and Performance-Based Standards (PBS) vehicles. By doing so, it removes the need for most manual bridge and culvert assessments that have traditionally slowed the permit process.
According to the Victorian Government, the new system will not only improve turnaround times but also significantly reduce costs for operators. Manual structural assessments can cost up to $20,000, and these fees will now be removed for most heavy vehicle combinations, excluding superloads.
The government says the change will benefit a wide range of freight operators, particularly those with vehicle configurations that previously required lengthy assessment due to size or weight variations.
Minister for Ports and Freight Melissa Horne said the rollout places Victoria at the forefront of freight reform, delivering faster and more efficient outcomes across the supply chain through smarter use of technology.
Minister for Finance Danny Pearson added that the initiative is aimed at reducing red tape while improving productivity and efficiency for heavy vehicle operators.
The National Heavy Vehicle Regulator (NHVR) will support the processing of relevant permits, with operators able to access the system for Victorian state roads via the NHVR Go portal.
NHVR CEO Nicole Rosie said the regulator is committed to helping industry transition smoothly to the new system and ensuring operators achieve better efficiency and productivity outcomes.
Overall, HVSAPS represents a significant step forward for the freight industry, streamlining approvals, reducing costs, and making it easier for heavy vehicles to move safely and efficiently across Victoria’s road network.
