NHVR Finalises DSUB Changes Under PBS Scheme

The National Heavy Vehicle Regulator (NHVR) has confirmed final changes to the Directional Stability Under Braking (DSUB) standard within the Performance Based Standards (PBS) scheme.

From 1 July 2026, new PBS vehicles entering the scheme will need to meet the revised DSUB requirements. The update removes Load Proportioning Valves (LPVs) as an acceptable compliance method and instead mandates the use of advanced braking systems, such as ABS, EBS or Trailer EBS.

Importantly, the changes do not apply retrospectively. PBS vehicles that receive a Vehicle Approval (VA) before 1 July 2026 will be grandfathered indefinitely and won’t require upgrades to meet the revised standard.

An exception may apply where vehicle combinations include a mix of new and pre-existing equipment. In these cases, minor upgrades may be required to ensure basic electrical compatibility so that modern braking systems operate correctly across the combination.

The NHVR has outlined additional technical and administrative details on its website and will host an information webinar on Tuesday, 3 February, from 10:00am–11:15am (AEST) for industry stakeholders.

HVIA members played a key role in consultations throughout 2025 via several working groups, and the changes are broadly viewed as a positive step forward for braking safety and consistency across the industry.
